A report recommending:

  • 1st, 2nd, and 3rd readings of:
    • Zoning Regulation Bylaw, Amendment Bylaw (No. 1355), No. 25-009 
  • Motion to amend previous Development Permit with Variances resolution

Update: The application was revised to indicate the location of the long-term bicycle parking stall, the design and placement of exterior lighting, an eave projection no longer required, vehicular and bicycle parking subject to specific regulations, and an increase in the allowed height in the proposed zone has been changed. 


The application proposes to rezone from the R-2 Zone, Two Family Dwelling District, to a new zone to change the use to multiple dwellings and increase the density to 0.77:1 floor space ratio (FSR) to allow a new three-unit rental building, connected to the existing duplex by a deck, while retaining and designating the existing heritage residence.

Update: The applicant has provided a memo indicating that these trees can be retained and has submitted revised plans to correct minor errors and provide additional information in the dimensions related to the bike parking and height.


The application proposes to to rezone from the R-2 Zone, Two Family Dwelling District to a new site-specific zone to increase the density to 1.99:1 floor space ratio and allow for a four-storey mixed-use building with commercial on the ground floor and rental residential above.

The application proposes to secure all dwelling units within the development as rental for the greater of 60 years or the life of the building.

The application proposes to amend the zoning for the portion of the lot that is currently zoned CR-3MCommercial Residential Apartment Modified District, to allow for the continuation of office, service commercialretail and professional uses on the second floor of the existing building and rezone the portion of the lot that is zoned R1-BSingle Family Dwelling District, and to the amended CR-3M zone.

The application proposes to rezone from the R3-2 Zone, Multiple Dwelling District, to a new zone with higher density to construct a five-storey multi-unit strata residential building.

The application proposes to assist in the seismic upgrade and rehabilitation of the heritage building located at 2659 Douglas Street, by exempting a portion of the land from municipal property taxes for ten years. 

A report recommending that Council consider adopting a resolution on the Downtown Victoria Business Association budget 

MOTION TO CLOSE THE APRIL 03, 2025 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

Section 90(1)(c) labour relations or other employee relations;

Section 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment; and

Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
