In accordance with the Class Order on COVID-19 from the Office of the Provincial Health Officer, Council has limited the number of delegations permitted to Address Council to six, until further notice.

Addendum

A letter dated April 8, 2020, regarding 2020 resolutions that were submitted to the Association of Vancouver Island Coastal Communities (AVICC).

  • 3rd reading and adoption of: 
    • Zoning Regulation Bylaw, Amendment Bylaw (No. 1226) No. 20-056

 

At the March 26, 2020 Council meeting, the requirement for a public hearing was waived, pursuant to section 464(2) of the Local Government Act, as it is a clerical correction that makes no substantive changes and is consistent with the Official Community Plan, therefore third reading and adoption can now be considered.

The purpose of this bylaw is to amend the Zoning Regulation Bylaw to correct a clerical error by renumbering section 46 to 47.

A report recommending:

  • That Council:
    1. Amend the Five Year Financial Plan Bylaw, 2020 by replacing the bylaw that was given first reading on November 15, 2019 with the bylaw appended to the Five Year Financial Plan Bylaw, 2020 report, dated April 16, 2020.
    2. That the Five Year Financial Plan Bylaw No. 19-112 as amended be read a second and
      third time
      .

 

The purpose of the bylaw is to adopt the annual financial plan for the year 2020.

In accordance with the Class Order on COVID-19 from the Office of the Provincial Health Officer, Council has suspended the Question Period section for in person participation until further notice.

MOTION TO CLOSE APRIL 23, 2020 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(c) labour relations or other employee relations;

Section 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

 

Section 90(2) A part of a council meeting may be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
