MOTION TO CLOSE THE AUGUST 6, 2020 COTW MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

  • Section 90(1)(c) labour relations or other employee relations;
  • Section 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment.

Section 90(2) A part of a council meeting may be closed to the public if the subject matter being considered relates to one or more of the following:

  • Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

Addendum: Presentation

A report regarding the City’s 2020 budget to inform Council’s decision making regarding the initiatives and capital projects Council put on hold in April, and to seek Council’s direction on balancing the expected deficit for the year.

From the May 14, 2020 Council Meeting

That Council endorse in principle the Moving Forward, Not Backward policy statement and refer the report to the August 6, 2020 Committee of the Whole meeting to inform decisions relating to the 2020 and 2021 Financial Plans. 

Addendum: Development Permit with Variances Application Report and Presentation

A report regarding the proposed Rezoning application an Heritage Alteration Permit with Variance application for 202 Raynor Avenue in order to subdivide the lot while retaining the existing heritage-designated house.

A report regarding the proposed repeal of Housing Agreement Bylaw No. 14-044 and the discharge of the related Notice of Housing Agreement from the properties located at 3197 and 3199 Fifth Street and 1027, 1035, 1045, 1055, 1065 and 1075 Tolmie Avenue.

A report providing Council with key details relating to proposed safety upgrades for the Save-On-Foods Memorial Centre.

A Council Member Motion regarding the proposed endorsement of the request from the Tourism Industry Association and advocate to the Province of BC for recovery funding for the tourism and hospitality sector.

A Council Member Motion regarding the proposed request that the Coordinated Assessment and Access Policy Group adjust its criteria for prioritizing people for housing based on the 2020 Point in Time Count results. 

Addendum: New Item

A Council Member Motion regarding the proposed expedition of land use and permitting application processes for school portables to accommodate physical distancing needs.
