Pending the May 2, 2019 COTW Meeting:

  • Motion to rescind 3rd reading of:
    • Business Improvement Area Bylaw, 2019 No. 19-045
  • Motion to amend the bylaw:
    • To permit borrowing specifically for the seasonal animation project with repayment to take place within the five-year term of the bylaw.
  • Motion to give 3rd reading, as amended to:
    • Business Improvement Area Bylaw, 2019 No. 19-045

 

The purpose of this bylaw is to establish a Downtown Victoria Business Improvement Area and Service, and to levy taxes and grant money for that purpose.

Addendum: Amended Bylaw

  • Adoption of:
    • Tax Bylaw, 2019 No. 19-047

 

The purpose of this bylaw is to impose tax rates and taxes for the year 2019.

  • Adoption of:
    • Boulevard Tax Bylaw, 2019 No. 19-042

 

The purpose of this bylaw is to assess the cost of maintenance of boulevards in the City.

    • Business Improvement Area Rate Bylaw, 2019 No. 19-043

 

The purpose of this bylaw is to levy taxes on taxable property located in the Downtown Victoria Business Improvement Area.

    • Streets and Traffic Bylaw, Amendment Bylaw (No. 8) No. 19-048

 

The purpose of this bylaw is to amend the Streets and Traffic Bylaw to eliminate free parking at metered spaces on Sundays.

MOTION TO CLOSE THE MAY 2, 2019 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

Section 90(1)(c) labour relations or other employee relations;

Section 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

Section 90(1)(g) litigation or potential litigation affecting the municipality;

Section (2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
