Bylaw for 623/625 Avalon Road: Rezoning Application No. 00744 and Development Permit with Variances Application No. 00223

A report recommending:

• 1st and 2nd readings of:
• Zoning Regulation Bylaw Amendment Bylaw (No. 1319) No. 23-086

The application is ready to proceed to Public Hearing and proposes to amend the Zoning Regulation Bylaw to rezone land known as 623 and 625 Avalon Road from the R-2 Zone, Two Family Dwelling District to the R2-65 Zone, Two Family Dwelling with Accessory Dwelling Unit District.

A report recommending:

  • Tax Exemption (Permissive) Bylaw, 2024-2025 - Fernwood Neighbourhood Resource Group Society, No. 23-098

The purpose of these bylaws is to provide tax exemption for lands or improvements which qualify for a permissive exemption under section 224 of the Community Charter.

The purpose of this Bylaw is to establish standards for the conduct of elected officials in order to promote responsible governance for the City and create a process for investigating complaints about their conduct by an independent third party.

A report regarding documents from the Appellants and the City’s Licence Inspector for Council’s consideration under the Short-term Business Licence Appeal Process Policy for a short-term rental unit located at 2438 Chambers Street.

MOTION TO CLOSE THE OCTOBER 19, 2023 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
