    • Five Year Financial Plan Bylaw, 2023 No. 23-042

 


The purpose of this bylaw is to adopt the annual financial plan for the year 2023.

A report recommending:

  • 1st, 2nd and 3rd readings of:
    • Tax Bylaw, 2023 No. 23-039

 


The purpose of this Bylaw is to impose tax rates and taxes for the year 2023.

A report recommending:

  • 1st, 2nd and 3rd readings of:
    • Business Improvement Area Rate Bylaw, 2023 No. 23-041

 


The purpose of this Bylaw is to levy taxes on taxable property located in the Downtown Victoria Business Improvement Area.

A report recommending:

    • Boulevard Tax Bylaw, 2023 No. 23-040

 


The purpose of this Bylaw is to assess the cost of maintenance of boulevards in the City.

  • Adoption of:
    • Building and Plumbing Regulation Bylaw Amendment Bylaw (No. 2) No. 23-037

 


The purpose of this Bylaw is to amend the Building and Plumbing Regulation Bylaw to impose local building requirements in relation to the reduction of greenhouse gas emissions in accordance with the emission level standards in the BC Building Code, and update the Energy Step Code requirements.

The application is ready to proceed to Public Hearing and proposes to rezone from the R1-B Zone, Single Family Dwelling District, to a new site-specific zone in order to consolidate two lots and construct townhouses with a total of nine dwelling units.

The application is ready to proceed to Public Hearing and proposes to construct a seven-storey residential rental building (six storeys plus rooftop access) with approximately 54 units while retaining the existing twelve-storey residential building to the east.

The purpose of this Bylaw is to extend paid parking at metered spaces from 6:00 pm to 8:00 pm.

MOTION TO CLOSE THE APRIL 27, 2023 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

Section 90(1)(g) litigation or potential litigation affecting the municipality; and

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and 


Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:


Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
