A report recommending:

  • 1st, 2nd, and 3rd readings of:
    • Streets and Traffic Bylaw, Amendment Bylaw (No. 19), No. 25-046

The purpose of this bylaw is to amend the Streets and Traffic Bylaw to reduce speed limits on arterial and collector roads within the City.

The application proposes to rezone the land known as 1042 and 1044 Richardson Street from the R-K Zone, Medium Density Attached Dwelling District, to the R-117 Zone, Multiple Dwelling (1042 Richardson Street) District, to permit a six-storey residential building with approximately 20 dwelling units.

  • Adoption of:
    • Official Community Plan Bylaw, 2012, Amendment Bylaw (No. 53), No. 23-109
    • Zoning Regulation Bylaw, Amendment Bylaw (No. 1327), No. 23-110

The application proposes to amend the Master Development Agreement (MDA) and the CD-12 District to increase the density from 2.0:1 Floor Space Ratio (FSR) to 4.58:1 FSR and to increase the height from approximately 23 storeys up to approximately 32 storeys.

The purpose of this Bylaw is to authorize an agreement for rental housing for the lands known as 1276/1278 Gladstone Avenue, Victoria, BC.

The application proposes to rezone from the R3-2 Zone, Multiple Dwelling District, to increase the density from 1.6:1 floor space ratio (FSR) to 2.45:1 FSR and allow construction of a new six-storey assisted living building.

The purpose of this Bylaw is to amend the Bylaw that Establishes Officer Positions for the City of Victoria.

MOTION TO CLOSE THE JULY 3, 2025 COUNCIL MEETING TO THE PUBLIC


That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:


Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:


Section 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;


Section 90(1)(c) labour relations or other employee relations;


Section 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment; and


Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:


Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
