    • Council Remuneration Bylaw, 2024, No. 24-075

The purpose of this bylaw is to provide for fair remuneration of Council members, including provisions for automatic regular adjustments to ensure Council members’ remuneration is regularly updated and comparable to remuneration paid to municipal councils in other Canadian capital cities.

The purposes of this Bylaw are to amend the Zoning Regulation Bylaw by creating the M2-SE Zone, Songhees Employment-Residential, and to rezone land known as 1055 Alston Street from the M2-S Zone, Songhees Light Industrial District to the M2-SE Zone, Songhees Employment-Residential District.


Update: The applicant revised the proposal to remove two surface vehicle parking stalls directly adjacent to the Tyee Road frontage, which further increases the variance to reduce the industrial vehicle parking from eight stalls to two stalls but adds soft landscaping including two new trees.

The purposes of this Bylaw are to amend the Zoning Regulation Bylaw by rezoning a portion of the land known as 1005 Chamberlain Street from the R1-G Zone, Gonzales Single Family Dwelling District, to the R2-S2 Zone, Two Family Dwelling/Small Lot (Two Storey) District.


Update: The recommendation has been revised to require that the Housing Agreement be executed following first, second and third readings but before adoption of the Zoning Bylaw amendment.

The purpose of this Bylaw is to authorize an agreement for rental housing for the lands known as 1708 Quadra Street, Victoria, BC.

The purposes of the Single-Use Items Reduction Bylaw are to protect the natural environment by imposing regulations and requirements to reduce the distribution and waste of single-use items and require the use of reusable service ware for on-site dining.


The purpose of the Ticket Bylaw and Bylaw Notice Adjudication Bylaw is to implement amendments in relation to the Single-Use Items Reduction Bylaw and remove the discount amount for certain offences.

Council is considering a development permit with variance application for the construction of an accessory building intended for a bike shelter for the property located at 250 Douglas Street.

MOTION TO CLOSE THE SEPTEMBER 05, 2024 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

Section 90(1)(c) labour relations or other employee relations;

Section 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

Section 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment;

Section 90(1)(h) an administrative tribunal hearing or potential administrative tribunal hearing affecting the municipality, other than a hearing to be conducted by the council or a delegate of council;

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and

Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
