A report recommending:

The purposes of this Bylaw are to amend the Zoning Regulation Bylaw by creating the CA-96 Meares Street Residential District Zone, and to rezone land known as 1011 Fort Street from the CA-42 Zone, Harris Green Commercial District to the CA-96 Zone, Meares Street Residential District.

The purposes of these Bylaws are to amend the Zoning Regulation Bylaw as required by Bill 44 Housing Statutes (Residential Development) Amendment Act, 2023, to allow small-scale multi-unit housing in restricted zones and eliminate certain off-street parking requirements for residential use near prescribed bus stops; and to amend the Zoning Regulation Bylaw as required by Bill 47 Housing Statutes (Transit Oriented Areas) Amendment Act, 2023, to designate a transit oriented area and eliminate certain off-street parking requirements for residential use within transit oriented areas.

    • Loan Authorization (Parks Redevelopment Capital Projects) Bylaw, No. 24-020

The purpose of these bylaws is to authorize the City to borrow $32,000,000 for transportation improvements capital projects, $3,000,000 for public washroom improvements capital projects, and $18,000,000 for parks redevelopment capital projects, respectively.

MOTION TO CLOSE THE JUNE 13, 2024 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(g) litigation or potential litigation affecting the municipality;

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
