The purpose of these bylaws is to prohibit self-storage facilities unless the defined use is explicitly listed as a permitted use in a zone, and to prohibit the use of storage lots for vehicles intended for sale, rent, or lease in certain industrial zones.

The purpose of these bylaws is to make housekeeping amendments to and otherwise update the Schedules to the Ticket Bylaw, and to amend the Bylaw Notice Adjudication Bylaw to expand those bylaws which may be enforced with this Bylaw and to enable screening officers to enter into compliance agreements.

The application is ready to proceed to a Public Hearing and proposes to amend the Land Use Procedures Bylaw to delegate development approvals for child care facilities to the Director of Sustainable Development and Community Planning in all Development Permit Areas, and to amend the Zoning Regulation Bylaw by adding a new definition for child care facility in Schedule A – Definitions, amending Schedule G – House Conversion Regulations to better support child care facilities in existing buildings and amending the General Regulations by adding a new regulation that allows child care facilities in all zones, with exceptions and restrictions.

Council is considering an application for a Development Permit with Variances for the property known as 956 Heywood Avenue in order to construct a four-storey building with five dwelling units, reduce the setbacks and parking, as well as increase the site coverage and height.

Council is considering an application for a Temporary Use Permit (TUP) for the property located at 355 Catherine Street and 210 Kimta Road in order to renew the TUP until October 31, 2023 for the commercial Van Gogh exhibit within a large tent.

MOTION TO CLOSE THE SEPTEMBER 7, 2023 COUNCIL MEETING TO THE PUBLIC

That Council convene a closed meeting that excludes the public under Section 90 of the Community Charter for the reason that the following agenda items deal with matters specified in Sections 90(1) and/or (2) of the Community Charter, namely:

Section 90(1) A part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

Section 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

Section 90(1)(c) labour relations or other employee relations;

Section 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

Section 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and

Section 90(2) A part of a council meeting must be closed to the public if the subject matter being considered relates to one or more of the following:

Section 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
