Continuation of the Public Hearing adjourned on September 2, 2022 to September 8, 2022 at 10:30 a.mfor the purpose of deliberating on the Missing Middle Housing Initiative bylaws.

Council is considering four bylaws:

  1. A bylaw to amend the Official Community Plan to support implementation of the Missing Middle Housing Initiative, including supporting three storeys within Traditional Residential areas and establishing a new development permit area (DPA 15F, Missing Middle Housing) to regulate the design of Missing Middle developments.
  2. A bylaw to amend the Zoning Regulation Bylaw to permit houseplexes, corner townhouses, and heritage conserving infill housing forms
  3. A bylaw to amend the Land Use Procedures Bylaw to delegate approval of Development Permit applications without variances to the Director of Sustainable Planning and Community Development.
  4. A new Affordable Housing Standards Bylaw which would specify the qualifying incomes and maximum rent rates for below-market ownership and affordable rental housing.

Council is also considering approval of an updated Tenant Assistance Policy to specify the tenant assistance provisions necessary to qualify for a partial development permit fee refund, as would be established by the Land Use Procedures Bylaw amendment.

Rise and Report: Royal Athletic Park decision to lease to Harbour Cats


That Council;

  1. Approve a licence agreement with the Harbour Cats baseball club for use of the Royal Athletic Park on a five year term with an option to renew the term for a further three years on the terms as outlined in this report, and direct the City Solicitor to prepare a legal agreement to the satisfaction of the Director of Parks, Recreation and Facilities, and in a form acceptable to the City Solicitor;
  2. Rise and report on this decision at the discretion of the Mayor

A letter dated August 22, 2022 from the Minister of Mental Health and Addictions and the Minister of Public Safety and Solicitor General regarding the allocation of police resources for patients apprehended under the Mental Health Act.

The application is ready to proceed to Public Hearing and proposes to rezone from the C1-S Zone, Limited Commercial Service Station District, to a site-specific zone in order to permit a storefront cannabis retailer.

The application is ready to proceed to a public hearing and proposes to rezone from the Central Business District 1 Zone to a Central Business District 1 Zone with site specific regulations to increase density.

The purpose of this Bylaw is to close to traffic certain portions of a public highway known as Cedar Hill Road and remove the dedication of such highway.

The purposes of this Bylaw are to amend the Zoning Regulation Bylaw to prohibit self-storage facilities and the use of storage lots for vehicles intended for sale, rent, or  lease in certain industrial zones by adding and amending definitions in Schedule A – Definitions and amending the permitted uses contained in the M-1, M-2, M-3, M-2-A, M-3-BP,and M-G industrial zones in addition to the S-1 service zone.

The application is ready to proceed to a public hearing and proposes to allow the existing hotel use to continue once the provincially-legislated expiration of the Land Use Contract occurs on June 30, 2024. The applicant is also requesting an increase in density and site coverage over existing conditions, which would allow for a redevelopment of the north wing in the future.

The application is ready to proceed to a public hearing and proposes to to rezone one and a half city blocks to a site-specific zone in order to construct a multi-phased mixed-use development including commercial, daycare, office and community uses with purpose built rental residential above.

The purpose of Bylaw No. 22-072 is to amend the Land Use Procedures Bylaw to delegate certain variances associated with accessible parking to the Director of Sustainable Development and Community Planning in all Development Permit Areas.


The purpose of Bylaw No. 22-078 is to amend the Victoria Subdivision and Development Servicing Bylaw to insert accessible and van accessible parking stall specifications where off-site accessible parking stalls are provided as part of the works and services of a development or subdivision.

The purpose of this bylaw is to provide tax exemption for lands or improvements which qualify for a permissive exemption under section 224 of the Community Charter.

Council is considering an application to renew the TUP for an additional six months (October 2022 to March 2023) and continue operating the 30 single-occupancy tiny home units as temporary transitional housing (known as Tiny Town) on a portion of the Royal Athletic Park (RAP) parking lot.
